Haffert co-founded The Blue Army (now the World Apostolate of Fatima) with Msgr. Harold Colgan in 1947, after meeting with Sister Lucia to determine exactly what Our Lady requested at Fatima. Together they formed the Blue Army Pledge, which became the directive for Catholics around the world to help counter the spread of atheistic communism stemming from Russia. It also framed the devotion to the Immaculate Heart, the mission given to Lucia by Our Lady to establish in the world. Haffert co-led this lay apostolate for Our Lady through more than four decades, establishing an extensive publishing and broadcast operation and authoring more than 30 books. He helped establish  Domus Pacis  hotel & conference center in Fatima, Portugal, the headquarters of the WAF international, and built the National Blue Army Shrine of Our Lady of Fatima in Washington, NJ, the headquarters of the WAF USA. The World Apostolate of Fatima €“  Our Lady's Blue Army, continues the mission of bringing the message of Fatima to a world in need.
